China, and the United States signed a protocol On December 13, 2024 (Washington local time), to amend and extend the U.S.-PRC Science and Technology Agreement (STA) for another five years. This modernization of the STA aims to bolster intellectual property protections, enhance transparency, and establish stronger data reciprocity, according to a statement.
The updated agreement includes robust safeguards to ensure the safety and security of researchers, while aligning scientific cooperation with U.S. national security interests. The protocol focuses solely on basic research, explicitly excluding the development of critical and emerging technologies.
This amendment reflects the U.S. strategy to responsibly navigate strategic competition with China, ensuring that scientific collaboration delivers benefits to the U.S. while minimizing potential risks. The updated agreement follows months of negotiations and extensive consultations across the U.S. government.
