On January 14, the United States and Thailand took a significant step in their bilateral relations by signing an Agreement for Cooperation Concerning Peaceful Uses of Nuclear Energy, also known as the "123 Agreement." The signing ceremony, held in Bangkok, saw U.S. Ambassador Robert F. Godec and Thailand’s Minister of Higher Education, Science, Research, and Innovation (MHESI), Supamas Isarabhakdi, formalizing the agreement, according to a statement.
Once in force, the 123 Agreement will establish a framework for peaceful nuclear cooperation, rooted in a shared commitment to nuclear nonproliferation. The agreement facilitates the transfer of nuclear materials, reactors, equipment, components, and research information, paving the way for Thailand to enhance its civil nuclear energy capabilities.
This renewed partnership is expected to bolster bilateral cooperation on energy security and clean energy development while strengthening the deep diplomatic and economic ties between the two nations. Nuclear energy, known for its reliability and sustainability, offers Thailand a stable and affordable energy solution, supporting its goals for energy security and net-zero emissions.
The agreement also marks the revival of nuclear cooperation between the two countries, following the expiration of their previous civil nuclear agreement in 2014 after a 40-year run. With this renewed collaboration, the U.S. reaffirms its commitment to assisting Thailand in developing a civil nuclear energy program that meets the highest international standards for safety, security, and nonproliferation.
As the U.S. and Thailand approach the bicentennial of their relationship, one of the longest and most enduring in the Indo-Pacific, the 123 Agreement underscores their shared vision for addressing global energy challenges. The United States is eager to support Thailand in advancing advanced clean energy technologies, ensuring energy stability, and achieving its climate goals.
This partnership is poised to contribute not only to Thailand's energy ambitions but also to regional efforts to promote sustainable development and technological innovation in clean energy.
