Government officials are requesting transfers and postings to their preferred departments through Demi Official letters (DO letters) or verbally.
The Ministry of Public Administration (MOPA) has stated that this violates the code of conduct for employees.
In an official order on Tuesday, the MOPA mentioned that the process of transfers and postings for Deputy Secretaries and non-cadre officials from various ministries, departments, and agencies is carried out according to the Rules of Business from the Ministry of Public Administration.
"Recently, it has been observed that some officials are requesting transfers according to their preferences through semi-official letters or verbally from advisors, senior secretaries, secretaries, or other higher levels to the Ministry of Public Administration, which constitutes an offense under Rule 20 of the Government Employees (Conduct) Rules, 1979."
According to Rule 20 of the Government Employees (Conduct) Rules, a government employee is not allowed to directly or indirectly approach any member of parliament or others for intervention on their behalf.
