The National Board of Revenue (NBR) has issued nearly 25,000 utilisation permissions (UPs) online over the past two and a half months through its Customs Bond Management System (CBMS).
According to an NBR press release on Tuesday, a total of 24,963 UPs were issued online between January 1 and March 16 by three Customs Bond Commissionerates, following the mandatory implementation of CBMS for all UP-related services.
Launched on January 1, 2025, CBMS is an automated platform designed to provide all services to bonded warehouse licence holders online. Under the system, industrial units can obtain UPs from the respective commissionerates without physically visiting the offices.
The UP is a key document allowing bonded warehouse facilities to use duty-free imported raw materials according to input-output coefficients approved by the Duty Exemption and Drawback Office (DEDO).
To ensure faster and transparent processing, CBMS has been integrated with Bangladesh Bank’s online system through an API, streamlining verification of import and export-related documents.
Officials said the move to online services has significantly reduced in-person interactions, saving time and costs for industries operating under bonded warehouses.
Since the mandatory rollout at the beginning of 2026, all UPs have been issued online by the three commissionerates. The NBR is also working with stakeholders—including bonded warehouse licence holders, Bangladesh Bank, DEDO, and BGMEA/BKMEA e-UD systems—to further enhance efficiency and user-friendliness.
The board expressed optimism that digitalising UP services will boost time and operational savings for industries, support export growth, and foster a more investment-friendly climate in Bangladesh.
