Bangladesh Telecommunications Company Limited (BTCL) is preparing to launch mobile virtual network operator (MVNO) SIM cards and app-based IP calling, according to a recent Facebook post by Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser at the Ministry of Posts, Telecommunication and Information Technology.
The new SIM cards will be introduced alongside BTCL’s Alap IP phone app, with both services expected to feature unlimited voice packages under certain conditions.
The rollout follows reforms in the National Telecommunication Network and Licensing Policy 2025, which removed barriers preventing state-run entities from operating as MVNOs.
Unlike traditional mobile operators, MVNOs do not own spectrum or network infrastructure but instead lease capacity from existing carriers to provide services under their own brand. If successful, BTCL would become the first public-sector operator in Bangladesh to enter this market.
BTCL is also upgrading its internet offerings through BTCL Gpon and BTCL ISP, both of which will provide unlimited data. In addition, the operator plans to integrate subscriptions for local streaming platforms such as Bongo, Chorki, and Hoichoi, while leaving room to add international services like Netflix and Amazon Prime.
Taiyeb noted that this approach aims to discourage piracy by making licensed content more accessible and affordable.
To address the cost barrier of smartphones, BTCL intends to offer entry-level devices on one-year instalment plans, starting at Tk500 per month with an initial deposit. Talks with local handset makers are underway, and early signs suggest the scheme is feasible.
Taiyeb added that the initiative reflects BTCL’s ambition to deliver “triple-play” and “quad-play” packages, bundling devices, voice, data, and entertainment into unified offerings. Further details are expected to be announced in October.
