The Public Administration Reform Commission is going to make more than 200 recommendations, including the removal of word “cadre” in BCS in future.
Several members of the commission confirmed this matter to Bangladesh Pratidin that there is also a proposal to reduce the number of cadre.
The commission, after taking the views of the stakeholders during last few days, finalized the report.
A 7-hour meeting was held in Sher-e-Bangla Nagar on Saturday starting from 11 am. The commission finalized the remaining work in that meeting.
It was known that the recommendations will now be sent to the press to be bound in the form of a book.
A commission member, on condition of anonymity, said that their part of work is completed and now the recommendation will be printed. “After that, we will meet the Chief Adviser Dr Muhammad Yunus as per the time schedule,” the member continued.
Another member of the commission said that their recommendations will be available publically after the placing it to the CA.
The commission also will recommend removing the “cadre” word as it has a negative connotation, and many people object to the word.
In response to a question, the member said: “We will recommend replacing ‘cadre with word ‘service’, like health service and agriculture service.”
When asked whether there will be reductions from the 26 cadres, a member said: “We will propose to reorganize the existing cadres. Whether there is really a need for so many cadres in a country like ours is a matter of consideration.”
“In this case, I am saying that there will be some reduction and reorganization with others. You will see the rest when you get the report,” the member continued.
Commission members said that they are going to make such a recommendation so that no service can be dissatisfied.
According to the source in the commission, the issue of 50 percent administration and 50 percent from other cadres that came to the fore on the issue of becoming a deputy secretary will also have a good solution.
There will be a system of appointment to important posts through examinations.
In addition, importance is being given to merit in all areas, said a member of the commission. The Public Administration Reform Commission is considering a recommendation to divide the old four divisions of the country into four provinces.
The commission is also set to recommend that the management of other issues, including state security, be handed over to the provinces.
A member, without revealing his name, said about the four provinces, there will be a proposal to divide them into four provinces as part of decentralization. It is not known what the management structure of these provinces will be, what the work will be.
The commission's recommendation also includes a proposal to stop political interference in the administration.
According to the commission sources, other work including printing in the form of a recommendation book will be completed by February 5th.
There is a high possibility that there will be no more formal meetings. After that, only the submission to the chief advisor remains.
The interim government formed the Public Administration Reform Commission under the leadership of commission head Abdul Muyeed Chowdhury in September. The commission was supposed to submit its report on December 31, but the government has extended the deadline several times due to incomplete work.
