The Public Administration Reform Commission has made several recommendations regarding the Bangladesh Civil Service (BCS) examination. It has provided a roadmap starting from the BCS exam to appointment process.
Additionally, it has proposed a redistribution of marks for fundamental subjects and the formation of three full commissions.
On Saturday, the details of the six reform commissions were published on the website of the Cabinet Division.
According to the document, the Public Administration Reform Commission recommended the formation of three Public Service Commissions.
It has been suggested that each commission should have eight members, including the chairperson.
The Public Service Commission (General) will organize recruitment and promotion exams for all services except education and health services.
Meanwhile, the Public Service Commission (Education) and the Public Service Commission (Health) will work exclusively with education and health sector personnel.
The report suggests that a merit-based recruitment and promotion policy/law for public administration should be formulated to prevent easy changes.
It also recommends establishing a specific timeline for completing government recruitment processes.
A roadmap for the exam and appointment process has been provided in the report. The PSC exam notification will be issued in the second week of January, and the preliminary exam will be held in the first week of April.
The results will be announced in the first week of May, followed by the written exam in the second half of June, with results announced in the second week of December. The viva and psychological tests will take place from the first week of January to the second week of February in the following year.
The results will be announced in the third week of April. After that, the health check-up and police clearance will take place in the third week of May.
The appointment order will be published in the Gazette in the second week of June. The joining date for candidates will be July 1.
The six required subjects for the examination could include: Bengali Essay (100 marks), English Essay (100 marks), English Composition and Precis (100 marks), the Constitution of Bangladesh, History, Heritage, and Culture (100 marks), International and Current Affairs (100 marks), General Science and Technology, Society and Environment, and Geography (100 marks).
However, mathematics is not included in the list of fundamental subjects in the recommendation.
Six optional subjects (each 100 marks) from clusters such as Arts, Social Science, Physical Science, Commerce, and Law could be included in the syllabus for the main written BCS exam. However, no more than two subjects or papers can be selected from any cluster.
The commission has recommended that a minimum score of 60% be required to pass both the written and viva exams. Additionally, to promote transparency, they recommend that the final BCS results be released with a detailed breakdown of the scores.
