A separate secretariat is imperative for the judiciary to ensure its own structural and institutional strengthen, Chief Justice Syed Refat Ahmed said on Monday.
The country’s judiciary is a fully functional constitutional organ of the state and it is fulfilling its duties in coordination with the government, he said while addressing a seminar held at a hotel in Dhaka on Monday.
“A separate judicial secretariat is an essential demand of the time, not only for administrative autonomy, but also for the structural strength of the judiciary,” he said during the programme.
Justice can never proceed on borrowed infrastructure or delegated authorities, it must have its own institutional basement, said the chief justice.
He said he placed a roadmap of judicial reform to the government on 21 September that contains some clear pledges of the judiciary to ensure its independence and accountability and turn it into a pro-people service institution.
The roadmap also includes a proposal to ensure administrative and financial autonomy of the judiciary, Refat said.
He also said that the restoration of the Supreme Judicial Council and the formation of the Supreme Judicial Appointment Council, two distinct bodies within the legal system, serve as twin pillars working to ensure judicial independence and integrity.
