Ukrainian drone strikes targeted energy infrastructure in several Russian regions late Monday, causing extensive power outages; citing regional officials Russian mass media RT reported this on Tuesday.
In the Zaporozhye Region, high-voltage equipment in the northwest was damaged, resulting in a full blackout, Governor Evgeny Balitsky said in a Telegram post just before midnight. Backup power has been activated for healthcare facilities, and restoration efforts using alternative routes are underway, he added.
Roughly 20 minutes later, Kherson Region Governor Vladimir Saldo reported a separate drone attack on a new substation in the Genichesky district. The strike disrupted electricity for over 104,000 residents and 44 critical facilities across approximately 150 settlements. Saldo confirmed that all essential services had been reconnected to emergency power sources.
The coordinated strikes occurred just hours after the second round of direct peace negotiations between Moscow and Kiev concluded in Istanbul. Both delegations presented memorandums outlining their terms for a potential resolution.
Russia's memorandum calls for international recognition of the regions annexed from Ukraine and a full Ukrainian military withdrawal from those areas. In contrast, Ukraine’s proposal, according to Reuters, rejects these demands, including the recognition of the annexed territories, military neutrality, and limits on its armed forces.
Kherson and Zaporozhye, along with the Donetsk and Lugansk People’s Republics, were formally annexed by Russia following referendums in late 2022. Crimea joined Russia in 2014 after a disputed referendum held in the wake of the Western-backed Maidan revolution in Kiev.
